    "Der World Summit of the Information Society hat sich in seiner Abschlusserklärung gegen Spam und gefährdende Inhalte gewandt, eine günstige Voraussetzung für eine umfassende internationale Lösung des Spam-Problems. In der Declaration of Principles heißt es in Absatz 37: "Spam ist ein bedeutendes und wachsendes Problem für Nutzer, Netzwerke und das gesamte Internet. Spam und Internetsicherheit sollte auf angemessener nationaler und internationaler Ebene begegnet werden." (Originaltext: "Spam is a significant and growing problem for users, networks and the Internet as a whole. Spam and cyber-security should be dealt with at appropriate national and international levels."). Gleiches gilt für die Bekämpfung gefährdender Inhalte (wie Gewaltdarstellungen oder Kinderpornographie), was ebenfalls zu den zentralen Anliegen der Informationsgesellschaft gehört. In der Abschlusserklärung heißt es in den Absätzen 57-59: (57.) "Wir erkennen die ethische Verpflichtung der Informationsgesellschaft, die Gerechtigkeit sowie Würde und Wert jedes Menschen fördern sollte. Der Familie sollte möglichst breiter Schutz eingeräumt werden, damit sie ihrer tragenden Rolle in der Gesellschaft gerecht werden kann. (58.) Die Nutzung von Informationsund Kommunikationstechnologien sowie die inhaltliche Aufbereitung sollte die menschlichen Grundrechte und fundamentalen Freiheiten anderer respektieren - einschließlich des Schutzes der Privatsphäre, des Rechts auf Gedanken-, Gewissens- und Religionsfreiheit in Übereinstimmung mit den relevanten internationalen Bestimmungen. (59.) Alle Akteure der Informationsgesellschaft sollten geeignete Schritte und vorbeugende Maßnahmen veranlassen (und gesetzlich festlegen), die sich gegen den Missbrauch der Informations- und Kommunikationstechnologien wenden. Hierzu zählen etwa illegale und andere Handlungen, die durch Rassismus, Rassendiskriminierung, Fremdenfeindlichkeit und damit in Verbindung stehende Intoleranz, Hass, Gewalttätigkeit, alle Formen des Kindesmissbrauches, einschließlich Pädophilie und Kinderpornographie sowie Menschenhandel oder durch die Ausbeutung von Menschen motiviert sind. Auch die Behindertenverbände dürfen die Genfer Deklaration als ersten Erfolg verbuchen, können sie sich doch künftig in punkto Barrierefreiheit auf die Aussagen der Genfer Erklärung berufen. In den Paragraphen 13 und 30 steht die Forderung, die Bedürfnisse behinderter Menschen besonders zu berücksichtigen:
