Wer sind die Beteiligten und wie sieht die Finanzierung aus? - Abstract
- Die Deutsche Digitale Bibliothek (DDB) schafft über das Internet freien Zugang zum kulturellen und wissenschaftlichen Erbe Deutschlands, indem sie die digitalen Angebote deutscher Museen, Bibliotheken, Archive, Denkmalpflegeeinrichtungen, Mediatheken und Forschungsinstitutionen vernetzt und kostenfrei online zugänglich macht. Millionen von Büchern, Archivalien, Bildern, Skulpturen, Musikstücken und anderen Tondokumenten, Filmen und Noten sind so über ein zentrales Portal auffindbar. Gestartet als ein gemeinsam von Bund und Ländern gefördertes Projekt, hat die DDB ihre Aufbauphase inzwischen erfolgreich durchlaufen. Mit inzwischen etwa 17 Mio. nachgewiesenen Objekten von über 200 Partnern, einer modernen Benutzeroberfläche, einer aktiven Lieferbeziehung zu Europeana und einer zunehmenden Nutzung und Wahrnehmung in der deutschen und europäischen Öffentlichkeit wurden wesentliche Ziele erreicht. Der Artikel informiert über die Idee, Umsetzung sowie den bisher mit der DDB erreichten Stand. Des Weiteren gibt der Beitrag einen Ausblick auf die künftigen Herausforderungen und Entwicklungen über 2015 hinaus.

- Abstract
- Dieser Beitrag gibt einen Überblick über die Ziele, Inhalte und Hintergründe von Europeana sowie der Deutschen Digitalen Bibliothek (DDB) und leitet daraus als zentrale Bedeutung und Herausforderung an das deutsche Bibliothekswesen das Thema Integration auf interinstitutioneller, internationaler, zeitlicher und rechtlicher Ebene ab. Insbesondere geeignete integrierende, sparten- und länderübergreifende Organisationsstrukturen, Digitalisierung, Langzeitarchivierung, eine nachhaltige Finanzierung und offene Urheberrechtsfragen werden in diesem Zusammenhang kurz dargestellt.

- "Die Bestände von rund 30.000 deutschen Kulturinstitutionen sollen als Online-Kopie zukünftig in der Deutschen Digitalen Bibliothek (DDB) zu finden sein. Doch dahin scheint es noch ein langer Weg zu sein: Das Online-Portal läuft bislang nur im internen Testbetrieb. Und die öffentliche Hand kann den Aufwand für die Digitalisierung der ganzen Werke kaum alleine stemmen, wie Kulturstaatsminister Bernd Neumann (CDU) bereits mehrfach betonte. Um die Verwandlung von gemeinfreien Kulturgütern in Bits und Bytes schneller voranzubringen, sollte über eine im April 2011 veröffentlichte Ausschreibung ein großes Unternehmen als Digitalisierungspartner gewonnen werden. Der Konzessionsinhaber hätte dann die Rahmenvereinbarung abnicken und auf dieser Basis die Verträge mit den einzelnen Kulturinstitutionen aushandeln müssen. Bei der Digitalisierung hätte der potentielle Partner aus der Wirtschaft der jeweiligen Einrichtung eine digitale Kopie überlassen müssen und ein nicht-exklusives Verwertungsrecht an der eigenen Kopie erhalten - all das auf "eigenes wirtschaftliches Risiko". Informierten Kreisen zufolge war diese Ausschreibung von vornherein auf den Suchmaschinenriesen Google zugeschnitten. Der kooperiert seit 2007 mit der Bayerischen Staatsbibliothek und digitalisiert auf eigene Kosten urheberrechtsfreie Bücher aus deren Beständen. Man ging wohl davon aus, dass sich Google aus Imagegründen auch für die unattraktiv gestaltete Lizenz zur deutschlandweiten Digitalisierung interessieren würde - was aber nicht der Fall war. Stattdessen musste die Ausschreibung mangels passender Bewerber erfolglos zurückgezogen werden, wie im Juni 2012 bekannt gemacht wurde. Neue Ausschreibungen für exklusive Partnerschaften soll es laut der Pressestelle des Kulturstaatsminister nicht geben, aber einzelne Kooperationen mit verschiedenen Unternehmen. Hier sollen bereits Verhandlungen mit nicht weiter benannten Interessenten laufen.
Immer wieder in die Kritik gerät die angesetzte Finanzierung der DDB: So sind seit 2011 jährlich 2,6 Millionen Euro für den Betrieb der Plattform vorgesehen, für die Digitalisierung von Inhalten stehen aber keine direkten Bundesmittel zur Verfügung. Dr. Ellen Euler zufolge, der Geschäftsführerin der Deutschen Digitalen Bibliothek, seien Aufstockungen zumindest im Gespräch. Von den Dimensionen der 750 Millionen Euro, die der damalige französische Premier Nicholas Sarkozy für die Digitalisierung in seinem Land zusagte, dürfte man jedoch noch weit entfernt sein. Derzeit wird die Digitalisierung der Inhalte vor allem von den Ländern und den ihnen unterstellten Einrichtungen vorangetrieben. So plant etwa das Land Berlin laut einer parlamentarischen Anfrage (PDF-Datei) 2012 und 2013 jeweils 900.000 Euro für ein eigenes "Kompetenzzentrum Digitalisierung" bereitzustellen, das die Arbeit von Bibliotheken, Archiven und Museen koordinieren soll. Inwgesamt richte sich ein Großteil der Bemühungen der Länder auf vom Verfall bedrohte Bestände, wie Dr. Euler verriet. Eine übergreifende Strategie seitens der Bundesregierung, wie sie auch von der Opposition gefordert wurde, gibt es derzeit nicht.
Der Anfang des Jahres vom Bundestag beschlossene Antrag für eine "Digitalisierungsoffensive" (PDF-Datei) überlässt es "vor allem auch Angebot und Nachfrage", was digitalisiert wird. Für den Ausgleich der Interessen sollen dabei das Kompetenznetzwerk Deutsche Digitale Bibliothek sorgen, in dem 13 große Einrichtungen vertreten sind, sowie ein Kuratorium mit Vertretern aus Bund, Länder und Kommunen. Immerhin plant die DDB laut Euler ein zentrales Register, mit dem die verschiedenen Institutionen ihre Vorhaben abgleichen könnten, um unnötige Doppeldigitalisierungen zu vermeiden. Nach wie vor offen ist auch noch, wann die Beta-Version der DDB nun endlich öffentlich zugänglich gemacht wird: Ursprünglich für Ende 2011 angekündigt, nennt die Webseite des Kulturstaatsministers zur Stunde noch das inzwischen abgelaufene zweite Quartal 2012 als Starttermin. Dr. Euler von der DDB sprach vom Herbst 2012, im September werde möglicherweise ein konkreter Termin bekanntgegeben."

- Abstract
- Die von der DFG geförderte InFoLiS-Projektreihe wurde dieses Jahr erfolgreich abgeschlossen. Die Projekte wurden von GESIS - Leibniz-Institut für Sozialwissenschaften, der Universitätsbibliothek Mannheim und der Hochschule der Medien Stuttgart durchgeführt. Ziel der Projekte InFoLiS I und InFoLiS II war die Entwicklung von Verfahren zur Verknüpfung von Forschungsdaten und Literatur. Diese Verknüpfung kann einen erheblichen Mehrwert für Recherchesystem in Informationsinfrastrukturen wie Bibliotheken und Forschungsdatenzentren für die Recherche der Nutzerinnen und Nutzer darstellen. Die Projektergebnisse im Einzelnen sind: - Entwicklung von Verfahren für die automatische Verknüpfung von Publikationen und Forschungsdaten - Integration dieser Verknüpfungen in die Recherchesysteme der Projektpartner - Automatische Verschlagwortung von Forschungsdaten - Überführung der entwickelten Verfahren in eine Linked Open Data-basierte nachnutzbare Infrastruktur mit Webservices und APIs - Anwendung der Verfahren auf einer disziplinübergreifenden und mehrsprachigen Datenbasis - Nachnutzbarkeit der Links durch die Verwendung einer Forschungsdatenontologie Weitere Informationen finden sich auf der Projekthomepage [http://infolis.github.io/]. - Die Deutsche Digitale Bibliothek (DDB) will das gesamte kulturelle Erbe Deutschlands - Bücher, Bilder, Noten, Filme, Museumsobjekte - für alle Bürger digital zugänglich machen. Dazu sollen nicht weniger als 30000 Kultur- und Wissenschaftseinrichtungen im Land miteinander vernetzt werden. Ein gewaltiges Ziel - mit enormen Kosten und zahlreichen technischen Hürden. BuB-Redakteur Bernd Schleh hat mit dem Vorstandssprecher des Kompetenznetzwerks der DDB, Professor Hermann Parzinger, über Verheißungen und Probleme des Mega-Projekts gesprochen, dessen erste Inhalte schon in diesem Jahr frei zugänglich sein sollen.

Das ist das Ziel der Deutschen Digitalen Bibliothek (DDB), die langfristig die digitalisierten Bestände aus Bibliotheken, Archiven, Museen und Wissenschaftseinrichtungen über ein Internetportal verfügbar machen will. Neben organisatorischen, finanziellen und politischen Voraussetzungen braucht ein solches Vorhaben vor allem eines: eine robuste und innovative technische Infrastruktur.

- Abstract
- Die Deutsche Internetbibliothek ist ein unabhängiges nichtkommerzielles Online-Auskunftsportal, das im wesentlichen zwei Dienstleistungen anbietet: eine kostenlose E-Mail-Auskunft zu allen Wissensfragen sowie einen umfangreichen und regelmäßig kontrollierten Linkkatalog für das Internet. Derzeit arbeiten 55 Öffentliche und wissenschaftliche Bibliotheken im deutschsprachigen Raum am Projekt mit. Weitere Mitstreiter werden gesucht. Warum sich das Engagement lohnt, zeigen der folgende Bericht sowie die eingestreuten Kommentare von langjährigen Mitarbeiterinnen.

- Abstract
- Das Fraunhofer IAIS hat ein Logistikzentrum für die Organisation und Bereitstellung von Datenbeständen entwickelt, das aus Metadaten logisch verknüpfte Wissensnetze macht und Interessensfilter für die Suche bereitstellt. Zugriffskontrolle und Langzeitarchivierung digitaler Originale sind als Option vorgesehen. Der Auftrag war, die erste Ausbaustufe der Deutschen Digitalen Bibliothek zu planen, zu entwickeln und technisch umzusetzen. Das Ergebnis ist IAIS-CORTEX, ein Datenlogistikzentrum für maschinelle Metadatenverarbeitung und Contentbereitstellung. Gefördert durch die Bundesregierung haben das mit der technischen Gesamtkonzeption der Deutschen Digitalen Bibliothek sowie der Koordination der Arbeiten zu ihrer Realisierung beauftragte Fraunhofer-Institut für Intelligente Analyse- und Informationssysteme (IAIS) und seine Entwicklungspartner, FIZ Karlsruhe auf Seiten des technischen Betriebe sowie Bibliotheken, Archive, Mediatheken, Museen, wissenschaftliche Einrichtungen und Einrichtungen der Denkmalpflege als Partner für die Inhalte (Content und Metadaten) in einer Entwicklungszeit von nur anderthalb Jahren eine beeindruckende Softwareinfrastruktur geschaffen. IAIS-CORTEX ist technisches Herz und Hirn der Deutschen Digitalen Bibliothek.

- Abstract
- Digitale Bibliotheken stellen als überregionale Wissensdepots digitalisierte Kulturgüter frei im Internet zur Verfügung. Infolge des Medienwandels werden sie vor immer neue Herausforderungen gestellt, welche die Betreiber in der Zukunft begegnen müssen. Dieser Beitrag widmet sich zwei prototypischen digitalen Bibliotheken, die jeweils einen multimedialen, interinstitutionellen und interkulturellen Sammelauftrag erfüllen wollen: die paneuropäisch ausgerichtete Europeana und die tendenziell global orientierte World Digital Library. Entstehungsgeschichten und Organisationsstrukturen dieser Projekte werden dargestellt, die wichtigsten Charakteristika werden verglichen. Abschließend werden zentrale Herausforderungen im Hinblick auf Datenbestand, Workflow, Metadatenstandards, Strategie und Zielsetzung sowie Nutzerfreundlichkeit aufgezeigt. Diese müssen von digitalen Bibliotheken zukünftig angemessen adressiert werden.

- Abstract
- Die ViFaMusik, 2006 an den Start gegangen, ist eine Erfolgsgeschichte. Die hohen Nutzerzahlen sowie eine anhaltende Diskussion mit den Usern zeigen, dass das virtuelle Angebot in der Mitte der musikwissenschaftlichen Gemeinschaft angekommen ist. Fragt man jedoch nach der Motivation zu deren Nutzung und nach der Relevanz des Fachportals für die Forschung, erhält man widersprüchliche Aussagen; Indiz für eine virulente Haltung, die der ViFaMusik eine Rolle zuweist, die ihren eigenen Anspruch und ihre Möglichkeiten und Chancen für die deutsche Musikwissenschaft erheblich unterschätzt. Es stellt sich deshalb die Frage: Wäre die deutsche Musikwissenschaft heutzutage nach sechsjährigem Betrieb weniger effizient, wenn es die ViFaMusik nicht gebe, wird sie es in Zukunft sein? Eine Frage, die für die Weiterentwicklung, Pflege und Verstetigung von existenzieller Bedeutung ist. Sie bleibt bislang unbeantwortet. Dabei könnte die ViFaMusik, sofern von der Fachgemeinschaft gefordert und gefördert, tatsächlich weitaus mehr sein, als bloßes bibliographisches Rechercheinstrument, sie ist es zum Teil heute schon.

- "Bereits Anfang Dezember 2009 hat das Bundeskabinett die Errichtung der Deutschen Digitalen Bibliothek (DDB) beschlossen, deren Start 2011 erfolgen soll. Kultur- und Medienstaatsminister Bernd Neumann erklärte: »Durch die DDB werden in Zukunft Datenbanken von über 30 000 Kultur- und Wissenschaftseinrichtungen in Deutschland vernetzt und über ein einziges nationales Portal allen Bürgern zugänglich gemacht werden. Sie ist ein Jahrhundertprojekt in der digitalen Welt und leistet einen herausragenden Beitrag zur Bewahrung unserer kulturellen Identität und zum Urheberrechtsschutz.« Vorgesehen ist, dass die DDB digitale Kopien von Büchern, Bildern, Archivalien, Skulpturen, Noten, Musik und Filmen aus Kultur- und Wissenschaftseinrichtungen (Bibliotheken, Archiven, Museen, Mediatheken, Kulturdenkmalen, wissenschaftlichen Instituten et cetara) umfasst. Die DDB ist ein Gemeinschaftsvorhaben von Bund, Ländern und Kommunen. Der Aufbau der zentralen Infrastruktur wird mit Mitteln aus dem Konjunkturprogramm II des Bundes finanziert, der Dauerbetrieb ab 2011 zur Hälfte von Bund und Ländern."

- Abstract
- Die Visionen von einer »Weltbibliothek« sind so alt wie die Institution der Bibliothek selbst. So lag beispielsweise der Gründung der Bibliothek im ägyptischen Alexandria im 3. Jahrhundert vor Christus das Konzept einer »Universalbibliothek« zugrunde. In dieser Bibliothek standen nach Angaben antiker Autoren zwischen 400 000 und 700 000 Papyrus-Rollen zur Verfügung. Der Auftrag der Bibliothek bestand ausdrücklich in der Sammlung »aller Bücher des gesamten Erdkreises«. Es ging also darum, das »Wissen der Welt« an einem Ort verfügbar zu machen. Die Möglichkeit, Bücher in Bits und Bytes zu überführen und sie in dieser digitalen Form dann über das Internet zugänglich zu machen, hat dieser Utopie eine neue Richtung gegeben. Die »digitale Weltbibliothek« wird nicht an einem Ort errichtet, sondern ist potenziell von jedem Ort aus - und zu jeder Zeit - zugänglich.

- Abstract
- Am 26. und 27. Oktober 2010 trafen sich die Mitglieder der Internationalen Buchwissenschaftlichen Gesellschaft (IBG)' und interessierte Gäste in der Herzog August Bibliothek Wolfenbüttel. Unter der Leitung des Vorsitzenden der IBG und Direktors der Universitäts- und Stadtbibliothek Köln, Prof. Dr. Wolfgang Schmitz, und des stellvertretenden Direktors der Herzog August Bibliothek, Dr. Thomas Stäcker, diskutierten Wissenschaftler und Bibliothekare zwei Tage lang in der Augusteerhalle über die Chancen und Risiken, die mit der zunehmenden Dominanz des Digitalen - digitaler Objekte und Prozesse - in Bibliotheken und Wissenschaft verbunden sind. Alle Interessierten, die an der Tagung nicht teilnehmen konnten, haben die Möglichkeit die Beiträge in einem Tagungsband nachzulesen, der im Nachgang zur Tagung erscheinen wird. Eröffnet wurde die Tagung durch den Hausherrn der Herzog August Bibliothek, Prof. Dr. Helwig Schmidt-Glintzer.3 In seinem Grußwort thematisierte er die Situation der Wissenschaft im 21. Jahrhundert und betonte, dass zentrale Fragestellungen, wie beispielsweise die mit der digitalen Archivierung verbundenen, derzeit keineswegs als gelöst angesehen werden können. Auch Schmitz begrüßte als Vorsitzender der IBG die Teilnehmer; es folgte eine inhaltliche Einführung in die Thematik der Tagung durch Stäcker.

- Abstract
- Mit dem Aufbau des Archivportals-D als spartenspezifische Sicht der Deutschen Digitalen Bibliothek (DDB) existiert erstmals ein Zugangspunkt auf nationaler Ebene, über den fachgerecht aufbereitete Informationen zu deutschen Archiven, deren Beständen, Findmitteln und Archivgut bereitgestellt werden. Der Aufsatz informiert über die Idee, die Umsetzung, die Funktionalitäten und Perspektiven des Archivportals für die Nutzerinnen und Nutzer sowie für die beteiligten Archive. Ein besonderer Fokus liegt auf der Verbindung des Archivportals mit der Deutschen Digitalen Bibliothek und den dabei vorhandenen Synergien und Vorteilen. Des Weiteren wird EAD(DDB), Encoded Archival Description, als einheitliches Datenlieferformat im Archivbereich in den Blick genommen und ein Ausblick auf die zukünftigen Herausforderungen und Entwicklungen im Bereich der Deutschen Digitalen Bibliothek gegeben.

- Abstract
- Im Zuge fortschreitender Globalisierung und der Entwicklung der Informationsgesellschaft stehen die Geisteswissenschaften vor neuen Herausforderungen. Persönliche und kollektive Netzwerke sowie Forscherverbünde müssen mit den Mitteln der Informations- und Kommunikationstechnik (IKT) effizient nutzbar gemacht werden. Neue Formen von Publikationen, erweiterte Medienangebote und Digitale Bibliotheken verändern die Grunddispositionen der Wissenschaften momentan erheblich. All diese neuen Entwicklungen in einem Webportal zusammenzuführen ist das Anliegen von Edumeres.net - einem Projekt des Georg-Eckert-Instituts in Braunschweig. - Abstract
- Schüler benötigen häufig Literatur und Informationen, die über das hinausgehen, was die Schulbibliothek vor Ort - wenn es sie überhaupt gibt - bieten kann. Dies gilt insbesondere für die Oberstufe, in der für Facharbeiten und Projekte vielfältige fachspezifische Informationsressourcen erforderlich sind. Trotz verstärkter Zusammenarbeit zwischen Schulen und Bibliotheken2 finden Schüler vielfach nicht den Zugang zu bibliothekarischen Informationsmitteln. Sie nutzen stattdessen Google und erhalten qualitativ unbefriedigende Ergebnisse. Ein Weg, dieser Problematik zu begegnen, ist die Entwicklung eines auf die Interessen und Bedürfnisse von Oberstufenschülern zugeschnittenen Recherche-Portals, das alle benötigten Informationsressourcen unter einer Oberfläche bündelt.

- Abstract
- Mitarbeiter des von der DFG geförderten Projekts »Virtuelle Fachbibliothek Romanischer Kulturkreis« beleuchten schlaglichtartig Probleme, die sich aus dem Konzept »Virtuelle Fachbibliothek«, seiner Geschichte sowie den damit verbundenen Anforderungen ergeben. Von der Praxis ausgehend wird der Versuch unternommen, grundsätzliche Fragen zur Weiterentwicklung des Konzepts »ViFa« sowie der damit verbundenen DFG-Förderung zu stellen. Konkret wird zunächst geprüft, welcher Logik die in der Vifarom betreute Fächerkombination und der regionale Zuschnitt des Portals folgen. Im zweiten, dritten und vierten Abschnitt werden folgende Anforderungen diskutiert: das Desiderat einer übergreifenden sachlichen Recherche, die indexbasierte Metasuche in Kombination mit dem One-Stop-Shop sowie der Fachinformationsführer als medienspezifische Fortsetzung des SSG-Sammelauftrags. Am Ende werden Perspektiven des Portals skizziert, eine Bedeutungserweiterung des SSG-Systems durch die ViFas erwogen und der Prozesscharakter von ViFas betont, die gleichwohl als Verstetigungsaufgabe zu betrachten sind.

- Das neu aufgelegte Online-Portal zbMATH.org aus dem Produktportfolio für Mathematik und Informatik von FIZ Karlsruhe führt zu den Publikationen und den Softwaretools der Mathematik weltweit. Mit Social Media Funktionen für die wissenschaftliche Kommunikation und offener Schnittstelle zur Kataloganbindung.

- Dazu ein Leserbrief von Bernd Wegner: "aufgrund meiner jahrelangen Beschäftigung mit Mathematik-Information und meiner Kenntnis des aktuellen Angebots von zbMATH sehe ich mich gezwungen, einige Dinge richtig zustellen. Der Artikel beginnt mit einem Zitat von Professor Dr. Dr. h.c. Gert-Martin Greuel: "Bibliographische Informationsdienste in der Mathematik können nicht länger nur Metadaten-Repositorien sein..." In keiner Phase war dieser Mathematik-Informationsdienst, der von mir von 1974 bis 2011 geleitet wurde, "nur ein Metadaten-Repositorium". Bis in die 70er Jahre war das Zentralblatt ein gedruckter Literaturdokumentationsdienst für die Mathematik. Publiziert wurden Rezensionen von international anerkannten Experten, die natürlich durch die entsprechenden bibliographischen Daten und den Zugang zu den Rezensionen vereinfachende Registerbände ergänzt wurden. Mit der Integration in das FIZ Karlsruhe begann das Angebot vom Zentralblatt als relationale Datenbank mit allen Recherche-Möglichkeiten, die mit dem damaligen Stand der Technik möglich waren. Mit der fortschreitenden Entwicklung von Computern wurde dieses Angebot erweitert und technisch modernisiert. Es entstand ein eigenes Produktionssystem für die Mathematik-Datenbank in Kombination mit einer exzellenten Recherche-Software, verteilte Inputsysteme wurden eingerichtet und der Zugang durch internationale Spiegel der Datenbank verbessert. Der gleichzeitig stattfindende Wechsel von gedruckten zu elektronischen Publikationen führte zu einer ständig wachsenden Verlinkung der Datenbank mit elektronischen Angeboten bei Verlegern und Bibliotheken und einer Verlinkung der elektronischen Dokumente untereinander über deren Bibliographien."
