Provides a history of electronic library networking in Germany covering networking at local, regional and natioanl levels; bibliographic control of books and serials and the enrichment of machine readable library files to bibliographic and factual databases through CD-ROM. Covers recommendations of the Deutsche Forschungsgemeinschaft. Standardisation and research work in German libraries for future networking is directed towards bibliographic control and national format (MAB), availability of publications, dataflow and telecommunications

    Abstract
    Immer mehr deutschen Unternehmen verlagen Fertigungsstätten in Niedriglohnländer Osteuropas oder Südostasiens. Die Wettbewerbsfähigkeit des Standorts Deutschland wird von Wirtschaft und Politik infragegestellt. Aber auch ausländische Investoren zögern, am Standort Deutschland zu investieren. Neben den bekannten Hemmnissen wie hohen Personalkosten und Personalnebenkosten sowie niedrigen Arbeitszeiten wird immer wieder auch der Faktor Information genannt, der Investitionen verhindert. In einer repräsentativen Umfrage bei potentiellen Investoren in 10 Industrieländern - u.a. USA, Japan, Frankreich und Großbritannien - gaben immerhin fast 40% der Befragten die mangelnde Transparenz als entscheidendes Hemmnis für Sachinvestitionen in Deutschland an. Andererseits 'verschlafen' deutsche Unternehmen Chancen auf Exportmärkten nicht zuletzt aufgrund fehlender Informationen, wie aktuelle Beispiele in Südostasien und Lateinamerika belegen. Es stellt sich daher die Frage, inwieweit der Faktor Information die Wettbewerbsfähigkeit des Standorts Deutschland unterstützt

    Abstract
    Deutsche Bibliothekare sind nach Studienreisen regelmäßig voll des Lobes über den Auskunftsdienst nordamerikanischer Bibliotheken. Als Hauptgrund für die Misere in hiesigen Bibliotheken muß dann meist die schlechtere Ausstattung an Medien und Personal herhalten. In den Hintergrund treten dabei die unterschiedlichen Organisationsformen, die ebenfalls Rückwirkungen auf die Qualität des auskunftsdienstes haben können, also etwa die hierzulande häufig praktizierte Besetzung der Auskunft nach Verfügbarkeit der Mitarbeiter ('Rotationsprinzip') oder eben - wie in den USA oder Kanada - die Etablierung einer eigenen Abteilung ('reference service') mit hochspezialisierten Fachkräften. Hinzu kommt: Beratung und Informationsvermittlung werden von den Nutzern nur dann wirklich als Dienstleistungen nachgefragt, wenn sie im Aufgabenspektrum der Bibliothek auch deutlich wahrnehmbar sind
