    Das gezielte Suchen im Internet findet in erster Linie mit Hilfe der Suchmaschinen statt. Daneben gibt es aber bereits eine Fülle von strukturierten Informationsangeboten, aufbereiteten Listen und Sammelstellen, die als Clearinghouse, Subject Gateway, Subject Tree oder Resource Pages bezeichnet werden. Solche intellektuell erstellten Übersichten geben in der Regel bereits Hinweise zu Inhalt und fachlichem Niveau der Quelle. Da die Art und Weise der Aufbereitung bei den Sammelstellen sehr unterschiedlich funktioniert, ist die Kenntnis ihrer Erschließungskriterien für ein erfolgreiches Retrieval unverzichtbar

    Abstract
    Was mag das Akronym GND bedeuten? Lassen wir der Fantasie freien Lauf, kommen wir auf Auflösungen wie Golfer nehmen Datteln, Gerne noch Details, Glück nach Dauerstress, Größter Nutzen Deutschlands und vieles mehr. Eine ernsthaftere Recherche führt zur Gesamtnutzungsdauer oder auf einen Sachverhalt der Elektrotechnik: Die von einer Stromquelle bereitgestellte Spannung bezieht sich stets auf ein Grundniveau. Dieses Grundniveau wird auf Deutsch als Masse, im Englischen aber als ground oder GND bezeichnet. Techniker kennen das Schaltzeichen dafür: Für den informationswissenschaftlichen Bereich steht dagegen GND für die Gemeinsame Normdatei. Auch sie hat (seit 2020) ein Zeichen. Da die Gemeinsame Normdatei (im weiteren Text nur noch GND) auch ein Instrument der Inhaltserschließung ist, beeinflussen ihre Stärken und Schwächen die Qualität der Inhaltserschließung. Deshalb widmet sich dieser Artikel der Qualitätssicherung in der GND.

Wenn ich Mitmenschen beobachte oder mich selbst als einen Menschen unter anderen, nehme ich den Standpunkt der dritten Person ein. Ich beschreibe mich von außen, sage »Er« statt »Ich« und stelle fest: Er, also diese Person da, wurde soeben durch gewisse Einflüsse veranlasst, einen Text über Willensfreiheit zu beginnen. In der Welt geschieht nichts ohne Grund und Menschen sind Teil der Welt. Wenn jemand etwas tut, dann steckt dahinter ein dichtes Geflecht von Ursachen. Davon bleibt nichts und niemand ausgenommen. Wenn ich alles über diese Person da wüsste, könnte ich sagen, warum sie jetzt schreibt. Es musste so kommen. Aber vom Standpunkt der ersten Person erlebe ich etwas völlig anderes. Ich hatte die Möglichkeit, zu lesen statt zu schreiben. Ich spürte keinen unüberwindlichen Zwang zum Schreiben, sondern wählte es aus freien Stücken. Ich wollte es so. Diese Beschreibungsdiskrepanz zwischen erster und dritter Person macht das Problem der Willensfreiheit aus. Dafür gibt es im Prinzip drei Lösungen: 1. Ich gebe der »ersten Person« Recht: Mein Wille ist frei, ich kann den Weltlauf nach Belieben verändern. 2. Die »dritte Person« hat Recht: Für alles gibt es eine kausale Erklärung, also auch für menschliches Handeln. Der freie Wille ist eine Illusion. 3. Man versucht, beide Standpunkte trotz ihrer Gegensätzlichkeit zu versöhnen. Für die erste Lösung spricht immerhin die unmittelbare Erfahrung spontanen Handelns. In ihrer radikalen Form kann sie allerdings nur ein Größenwahnsinniger vertreten, der sich für allmächtig hält. Selbst ein unbedingter Verteidiger der Willensfreiheit wird zugeben, dass er nicht absolute Willkür meint, sondern Handlungsfreiheit innerhalb gewisser - meist enger - Grenzen. Damit gibt er sich aber als Vertreter der hochproblematischen dritten Lösung zu erkennen."

    "Die Stadtbibliothek wird von Jugendlichen gestürmt, die in Gruppen Hausaufgaben oder Referate schreiben wollen. Viele nutzen den neuen Schulservice, surfen gemeinsam im Computer, durchforsten Bücherbestände, suchen Informationen zu Goethes Faust oder die richtige Antwort auf die Frage: Frisst der Igel Obst? Dabei erhalten sie Unterstützung von Recherche-Experten der Stadtbibliothek. "Wir bestellen Tische und Stühle wie verrückt", freut sich Bibliotheksleiter Dr. Horst Neißer. Die Resonanz auf das Angebot speziell für Lehrer und Schüler ist groß. Anliegen ist es, den richtigen Umgang mit Datenbanken, Suchmaschinen und Digitaler Bibliothek sowie die systematische Suche nach Gedrucktem in den Regalen zu vermitteln. Fressen Igel Obst? Auf diese Testfrage in einem neuen Workshop finden die Schüler mit Hilfe der Medienexperten im Internet allerdings keine eindeutige Antwort. Ja und Nein. Je nach Homepage fallen die Erklärungen höchst unterschiedlich aus. "Das ist dann der erste Aha-Effekt für die Schüler, dass nicht alles wahr ist, was im Netz steht", weiß Bibliothekar Frank Daniel, der den stark erweiterten Schulservice koordiniert. Und wenn sie Erklärungen bei "hausaufgaben.de" zu Goethes Faust Glauben schenken würden, dann käme wohl ein Ungenügend als Note heraus: Da findet sich zum Beispiel die Mär, dass Faust Gretchen geheiratet hat, beide ein Kind bekamen und Gretchen es tötet. "Das gedruckte Wort hat immer weniger Bedeutung für Jugendliche. Und es gibt eine unglaubliche Informationsfülle im Netz, es muss besser vermittelt werden, wie man das Richtige findet", betont Neißer. "Mit der speziellen Aufgabe sind Schulen nicht selten überfordert." Zur Unterstützung entwickelte ein Team der Bibliothek mit Lehrern ein Konzept mit verschiedenen Workshops,das seit diesem Frühjahr besteht: Bibliotheksquiz und Medienmarathon für Grundschulen, eine Rallye durch die Bücherwelten mit Suchaufgaben für die Sekundarstufe 1 statt dröger Bibliotheksführungen, Methodentraining mit Fachrecherche in Sekundarstufe 2," Internetschulungen, Unterricht in der Bibliothek mit eigenem Klassenraum samt Büchern und PCs, Lehrerfortbildung. Fast alle Angebote sind für Kölner kostenlos. Was nicht in der Suchmaschine Google zu finden ist, das existiert für viele Jugendliche heute nicht", beklagen viele Lehrer. Bücher gelten als altmodisch. Was aus dem Netz gefischt wird, wird oft ungeprüft und kritiklos übernommen. Ein paar Absätze aus Webseiten kopiert, eine Textstelle aus Wikipedia - fertig ist das Referat. Da ist der Schulservice die bessere Alternative: "Im Netz kommt man schneller an Infos, in der Bibliothek ist das komplizierter", sagte einer der ersten Nutzer und recherchierte mit Erfolg zum Thema Patrick Süskind und Parfümherstellung.     Abstract
    Networking, both social and electronic, internal and external, is becoming the core of competitive competence in strategic information management (SIM) of organizations at the beginning of the next millennium. It is a key to overcome problems caused by continued pressures for drastic cost cuts and associated efficiency gains in the public sector. This paper is based on the indicative findings of a pilot study on SIM in the public sector. The aim of the study is to elaborate further the methodology which is based on the concept of the value chain' (Porter, 1985) in combination with the critical success factors (CSF) (Daniel, 1961; Rockart, 1979) and the information auditing (Ellis et al., 1993) approaches. The methodology was initially tested in two very information intensive organizations of polar types - Finnish pharmaceutical and publishing companies. The findings indicated that information management (IM) is a significant organizational support activity, and, thus, it should be included in the firm's infrastructure (see: Huotari 1995a, 1995b; Huotari & Wilson 1996; Huotari 1997a, 1997b). This inclusion was not stressed by Porter (1985) and Porter & Millar (1985). In the present study, the analytical framework is expanded with the concept of a social network 2 (e.g. Alba, 1982; Allen, 1977; Burt, 1992; Burt & Minor, 1983; Granovetter, 1973, Scott, 1991; Wasserman & Faust, 1994). This expansion is crucial to enable an examination of organizational information behaviour in a more concrete (and explicit) manner. That is, by identifying the nature of information interactions by utilizing social network theory.

    Abstract
    Early in 1996 South Ayrshire Libraries submitted a proposal to the British Library Research and Innovation Centre's Digital Libraries Programme, outlining a plan to enhance public library support to users who were engaged in open or distance learning by identifying and classifying a range of learning resources which could be accessed via the Internet. This was to be accomplished by designing and developing a Web-based directory to support open learners. In addition it was planned that references to locally held open learning material should also be included in the directory. The proposal included a preliminary stage which involved collaboration with the Robert Gordon University School of of Information and Media, to develop information and skills training for independent learners. It was envisaged that this would take the form of a Web-based resource which collated various learning skills packages which are currently available on the Internet. This could then be used as the basis for developing information skills courses which could be run locally by public library staff. The aim of this paper is to describe the procedure and rationale for developing the Information Skills Web site and to report on progress to date. Examines the question of why information skills training was seen to be a key starting point for the project and the issues and challenges which have surfaced during the development and implementation of the Web site designed to facilitate this training.
