    Abstract
    Die durch das WWW gegebenen Möglichkeiten, von den Suchergebnissen einer Datenbank über Hyperlinks auf elektronische Volltexte zuzugreifen, einzelne Titel online zu bestellen oder mit anderen Datenbanken oder Katalogen zu verknüpfen, werden mittlerweile von vielen Datenbankanbietern genutzt oder standardmässig angeboten. Das hier besprochene Linksystem weist dieselben Möglichkeiten auf und verbindet Suchergebnisse mit lokal verfügbaren elektronischen Zeitschriften bzw. mit Bibliotheks-Katalogen. Auch eine automatische Bestellfunktion ist vorhanden. Dieses auf Javascript basierende Linksystem verwendet ein einfaches, bisher aber noch wenig bekanntes Verfahren, bei dem jeweils die gesamte Ergebnisliste einer Datenbank (50 bis 200 Titel) in das Texteingabefeld eines Formulars eingefügt und dann weiter mit Javascript bearbeitet wird. Vorteilhaft ist die gross Anpassungsfähigkeit des Programms an die speziellen oder sogar individuellen Bedürfnisse. Medline-LINK wendet dieses Linkverfahren auf die besonders effiziente und zudem entgeltfreie Datenbank PubMed an. In dieser Testversion bilden die von der UB Regensburg abonnierten E-Zeitschriften zusätzlich eines großen Teils von elsevier-Zeitschriften den Grundbestand der zu verknüpfenden Zeitschriften. Über die dynamisch ermittelte ISSN kann die Verbindung von der Ergebnisanzeige zu den Bestandsanzeigen des BVB und GBV hergestellt werden. Die automatische Bestellfunktion wird am Beispiel des Fernleihbestellformulars der UB Regensburg demonstriert

    Abstract
    This study examined Library of Congress Classification (LCC)-based class numbers assigned to a representative sample of 200 titles in 52 American library systems to determine the level of consistency within and across those systems. The results showed that under the condition that a library system has a title, the probability of that title having the same LCC-based class number across library systems is greater than 85 percent. An examination of 121 titles displaying variations in class numbers among library systems showed certain titles (for example, multi-foci titles, titles in series, bibliographies, and fiction) lend themselves to alternate class numbers. Others were assigned variant numbers either due to latitude in the schedules or for reasons that cannot be pinpointed. With increasing dependence on copy cataloging, the size of such variations may continue to decrease. As the preferred class number with its alternates represents a title more fully than just the preferred class number, this paper argues for continued use of alternates by library systems and for finding a method to link alternate class numbers to preferred class numbers for enriched subject access through local and union catalogs.

    Abstract
    Die diesjährige Konferenz der Europäischen Patentbibliotheken, ausgerichtet vom Europäischen Patentamt in enger Zusammenarbeit mit dem Bulgarischen Patentamt, fand in Sofia, Bulgarien, statt. Diese Arbeitstagung stand unter dem Motto: PATLIB 2009 - Building on best practices. Rund 200 Teilnehmer von 180 Patentbibliotheken, insbesondere wieder aus den osteuropäischen Mitgliedsländern, waren nach Sofia gekommen, um die Kooperation mit dem Amt und den Partnern zu festigen, die zukünftige Entwicklung im Zeichen der Erweiterung ihrer Dienstleistungen und deren Qualitätsstandards zu diskutieren und aus Beispielen zu lernen, wie in Zukunft die Dienstleistungen noch wirksamer gestaltet werden können. Schon bei der Vorbereitung der Tagung zeichnete sich ab, dass ein Strukturwandel unverzichtbar ist, wenn die Patentbibliotheken auch weiterhin ihre Vormachtstellung in der Versorgung ihrer Region mit Informationen zum gewerblichen Rechtsschutz behaupten und ihre Rolle im Innovationskreislauf spielen wollen. Nicht nur hochwertige intelligente Serviceleistungen sind gefragt; wünschenswert ist eine durchgehende Unterstützung der Kunden von der Idee bis zum Produkt. Dies bedeutet, eine intensive, fachlich fundierte Beschäftigung mit Innovationsproblemen, Finanzierungsmaßnahmen, Wettbewerbskontrollen und "last not least" die Umsetzung zu qualitativ hochwertigen, gewerblichen Schutzrechten und die Verfolgung der gesetzlich notwendigen Schritte bis zur Lizenzierung und Bewertung von Schutzrechtsportfolios. Dieser Wandel muss umso dringender erfolgen, je umfassender und erfolgreicher die Fortschritte sind, die von Patentbehörden und Internetprovider von Jahr zu Jahr unternommen werden, um die Öffentlichkeit mit präzisen und umfassenden Informationen zu versorgen. Insbesondere Ratsuchende aus mittelständischen Unternehmen benötigen diese Hilfestellungen, wie aus vielen vorliegenden Untersuchungen zu entnehmen ist. Leider ist vielen Ratsuchenden auch nicht bewusst, welches Risiko sie eingehen, wenn sie ohne die fachkundige Unterstützung vom eigenen Schreibtisch aus nur über primäre Internetrecherchen Schutzrechte anmelden und erst nach möglichen Rückschlägen auf professionelle Hilfe zurückgreifen.

    Abstract
    A new collaborative approach in information organization and sharing has recently arisen, known as collaborative tagging or social indexing. A key element of collaborative tagging is the concept of collective intelligence (CI), which is a shared intelligence among all participants. This research investigates the phenomenon of social tagging in the context of CI with the aim to serve as a stepping-stone towards the mining of truly valuable social tags for web resources. This study focuses on assessing and evaluating the degree of CI embedded in social tagging over time in terms of two-parameter values, number of participants, and top frequency ranking window. Five different metrics were adopted and utilized for assessing the similarity between ranking lists: overlapList, overlapRank, Footrule, Fagin's measure, and the Inverse Rank measure. The result of this study demonstrates that a substantial degree of CI is most likely to be achieved when somewhere between the first 200 and 400 people have participated in tagging, and that a target degree of CI can be projected by controlling the two factors along with the selection of a similarity metric. The study also tests some experimental conditions for detecting social tags with high CI degree. The results of this study can be applicable to the study of filtering social tags based on CI; filtered social tags may be utilized for the metadata creation of tagged resources and possibly for the retrieval of tagged resources.

    "Der Musiker und Produzent Dieter Bohlen wurde als Dieter Günther Bohlen am 7. Februar 1954 in Oldenburg geboren. Die Ruine Steinschloss ist die höchstgelegene Burg-Ruine in der österreichischen Steiermark. Dieses und anderes Wissen bietet die Online-Enzyklopädie www.wikipedia.de. Das besondere daran: Die mehr als 100.000 deutschsprachigen Artikel stammen nicht aus einer Lexikon-Redaktion. Denn jeder kann bei Wikipedia mitarbeiten. Tausende Autoren schreiben und recherchieren an der Wissensdatenbank - ohne Lohn und mit dem Ziel, irgendwann einmal mit dem Brockhaus konkurrieren zu können. Dabei sind die Texte mit Quellenangabe frei verfügbar. Knapp 500 Artikel kommen nach Angaben des Projektsprechers Arne Klempert täglich neu hinzu. "Die Qualität ist dabei sehr unterschiedlich, sagt Klempert. Manchmal handelt es sich um Einzeiler, die gerade noch so als Artikel durchgehen." Andererseits gebe es aber auch eine Reihe exzellenter Beiträge. - Jeder kann jeden Text verbessern - Die Wikipedianer, so nennen sich die Aktiven bei Wikipedia selbst, verfahren mit den Texten anarchisch: Jeder kann jeden Text verbessern, Passagen hinzufügen oder löschen. Da ist Vandalismus Tür und Tor geöffnet, möchte man meinen. Doch die Störer verlieren bei der Online-Enzyklopädie schnell die Lust, sagt Klempert. Alle Versionen eines Artikels sind jederzeit abrufbar, nichts geht für immer verloren. Rund 4000 registrierte und ungezählte nicht-registrierte Autoren hüten den Wissensschatz Wikipedia und stellen ihre eigenen Kenntnisse zur Verfügung, um das Lexikon weiterzuentwickeln. Viele haben Spaß daran, ihr Wissen zu teilen und durch die Verbesserungen der anderen Autoren lernt man selbst wieder etwas dazu", beschreibt Klempert das Motiv, ein Wikipedianer zu sein. Die Idee zu Wikipedia hatte der US-Amerikaner Jimmy Wales. Im Januar 2001 startete zunächst eine englischsprachige Version der Online-Enzyklopädie, bereits im Mai des gleichen Jahres entstand die deutsche Ausgabe. Unterdessen List die Online-Enzyklopädie in rund 80 Sprachen verfügbar, darunter Esperanto und Plattdeutsch. Die englische Version ist derzeit die größte, gefolgt von der deutschen Wikipedia. Die Serverfarm in Florida wird von Wales' Stiftung Wikimedia getragen. Der Brockhaus-Verlag, der im kommenden Jahr 200 Jahre alt wird, sieht die Konkurrenz aus dem Internet gelassen. Brockhaus-Sprecher Klaus Holoch glaubt nicht, dass Wikipedia einmal den Brockhaus ersetzen kann.     Abstract
    In order to transfer the Chinese Classified Thesaurus (CCT) into a machine-processable format and provide CCT-based Web services, a pilot study has been conducted in which a variety of selected CCT classes and mapped thesaurus entries are encoded with SKOS. OWL and RDFS are also used to encode the same contents for the purposes of feasibility and cost-benefit comparison. CCT is a collected effort led by the National Library of China. It is an integration of the national standards Chinese Library Classification (CLC) 4th edition and Chinese Thesaurus (CT). As a manually created mapping product, CCT provides for each of the classes the corresponding thesaurus terms, and vice versa. The coverage of CCT includes four major clusters: philosophy, social sciences and humanities, natural sciences and technologies, and general works. There are 22 main-classes, 52,992 sub-classes and divisions, 110,837 preferred thesaurus terms, 35,690 entry terms (non-preferred terms), and 59,738 pre-coordinated headings (Chinese Classified Thesaurus, 2005) Major challenges of encoding this large vocabulary comes from its integrated structure. CCT is a result of the combination of two structures (illustrated in Figure 1): a thesaurus that uses ISO-2788 standardized structure and a classification scheme that is basically enumerative, but provides some flexibility for several kinds of synthetic mechanisms Other challenges include the complex relationships caused by differences of granularities of two original schemes and their presentation with various levels of SKOS elements; as well as the diverse coordination of entries due to the use of auxiliary tables and pre-coordinated headings derived from combining classes, subdivisions, and thesaurus terms, which do not correspond to existing unique identifiers. The poster reports the progress, shares the sample SKOS entries, and summarizes problems identified during the SKOS encoding process. Although OWL Lite and OWL Full provide richer expressiveness, the cost-benefit issues and the final purposes of encoding CCT raise questions of using such approaches.
