    "Die Kollegen und Kolleginnen waren zum Teil von weit her angereist: Der Otto-Braun-Saal der Berliner Staatsbibliothek am Potsdamer Platz war gut besucht am 9. Dezember des vergangenen Jahres. Die Informationsund Diskussionsveranstaltung zum Thema »Umstieg von RAK auf AACR und Weiterarbeit an RAK - Aktueller Stand«, angeboten vom Referat Weiterbildung der Freien Universität Berlin in Zusammenarbeit mit der Deutschen Bibliothek und der Staatsbibliothek Preußischer Kulturbesitz, stieß auf großes Interesse. Seit dem bekannten »Nikolausbeschluss« des Standardisierungsausschusses (StA) vom G. Dezember 2001 zum angestrebten Umstieg von RAK auf AACR sowie von MAB auf MARC und dem Auftrag einer Machbarkeitsstudie hatte es über viele Monate eine sehr emotional geführte Diskussion innerhalb des deutschen Bibliothekswesens gegeben. Bereits im Jahr zuvor hatte eine Informationsveranstaltung desselben Veranstalters unter dem Titel »Anglo-American Cataloguing Rules (AACR) statt RAK?« dessen räumliche Möglichkeiten gesprengt, sodass man kurzfristig in den großen Hörsaal des Konrad-Zuse-Zentrums ausgewichen war. Im Gegensatz zu der vom Standardisierungsausschusses geforderten Einstellung der Weiterentwicklung von RAK wurde auf dieser Veranstaltung deutlich: »Der StA kann hinsichtlich der >unverzüglichen Wiederaufnahme< auf breiteste Akzeptanz bauen: Auf einer Fortbildungsveranstaltung mit 180 Teilnehmern gestern in Berlin stellte ich sinngemäß die Frage, wer denn die RAK-Weiterarbeit begrüßen würde. Es waren nicht weniger als 180.« (B. Eversberg, InetBib 3. Dezember 2002) Ein Jahr später nun gab es Neues zu berichten, denn die Machbarkeitsstudie läuft, und erste Ergebnisse liegen bereits vor. Moderiert wurde die Veranstaltung von Konrad Umlauf, Professor am Institut für Bibliothekswissenschaft der Humboldt-Universität zu Berlin.

    Abstract
    Bei der Gestaltung des Fernunterrichts sollten mehrere Lerntheorien herangezogen werden. Kognitive, pragmatische und affektive Lernziele wurden formuliert. Für die kognitiven Lernziele wurde die Lernzieltaxonomie von Bloom an die weitergehenden Erfordernisse des Formalerschließungsunterrichts angepasst. Daneben wurden persönliche Kompetenzen angegeben. Der Unterricht muss auf die Bedürfnisse der Zielgruppe abgestimmt sein. Zu beachten sind Alter, Bildungsgrad, fachspezifische Vorbildung, Geschlecht und die verschiedenen Lernstile. Besonders Fernstudien bedürfen entsprechender Motivierung der Lernenden. Dafür wurde die ARCS-Motivationstheorie um den Punkt "Freiheit" erweitert. Die neun Instruktionsereignisse von Gagné wurden durch konstruktivistische Methoden zu elf "didaktischen Anweisungen" ergänzt und für den Formalerschließungsfernunterricht ausformuliert.
