    Abstract
    Auf dem ersten "World Summit an the Information Society" (WSIS) der Vereinten Nationen, der vom 10. bis 12. Dezember in Genf stattfand, stellte die Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) ihre Aktivitäten zur Verringerung des bestehenden Nord-Süd-Gefälles bei Informations- und Kommunikationstechnologien vor.

    Gemeinsam präsentierten die deutsche Regierung, in der internationalen Zusammenarbeit tätige Organisationen wie die GTZ, Wirtschaft und Zivilgesellschaft ihre Aktivitäten auf der parallel zum WSIS stattfindenden internationalen Messe "ICT4D-Platform". Die Internetpräsenz www.germany-atwsis.info spiegelt in komprimierter Form eben diese Aktivitäten wider und möchte überfolgende GTZ-Aktivitäten informieren und zum Dialog einladen. - "Das E-Learning Projekt "Crystal - Netzwerk für Trainings- und Unterrichtsmedien" - "The Global Trade Training", ein Public Private Partnership-Vorhaben in Südafrika, bei dem Angestellte im Speditionssektor durch E-Learning weiterqualifiziert werden. - Joblab(R), ein Programm zur Karriereplanung für Jugendliche in Uganda, China und Chile - GATE, ein vom Bundesministerium fürwirtschaftliche Zusammenarbeit und Entwicklung (BMZ) finanziertes Programm zur Förderung angepasster Technologien. - Strategien für die Internetanbindung ländlicher Gebiete in Mali und Mauretanien. - Ländliche Informationssysteme in Peru und Bolivien.

    Abstract
    Gemeinsam mit den Repräsentanten der großen deutschen und internationalen Wissenschaftsorganisationen hat Prof. Peter Gruss, der Präsident der Max-Planck-Gesellschaft, am 22. Oktober die folgende »Berliner Erklärung über offenen Zugang zu wissenschaftlichem Wissen« (Berlin Declaration an Open Access to Knowledge in the Sciences and Humanities) unterzeichnet.     Abstract
    Gemeinsam mit den Repräsentanten der großen deutschen und internationalen Wissenschaftsorganisationen hat Prof. Peter Gruss, der Präsident der Max-Planck-Gesellschaft, am Mittwoch, den 22. Oktober, die "Berliner Erklärung über offenen Zugang zu wissenschaftlichem Wissen" (Berlin Declaration an Open Access to Knowledge in the Sciences and Humanities) unterzeichnet. Vorausgegangen war eine dreitägige Konferenz im Berlin-Dahlemer Harnack-Haus der Max-Planck-Gesellschaft. Dabei diskutierten international führende Experten über neue Zugangsmöglichkeiten zu wissenschaftlichem Wissen und kulturellem Erbe durch das Internet.

    Abstract
    Nehmen wir an, die in den letzten Jahren vielfältig vorgetragene These trifft zu, die modernen Industrienationen strebten auf einen Zustand hin oder befänden sich schon dort, der sich mit dem Begriff "Wissensgesellschaft` bezeichnen ließe; dann erscheint es sicher sinnvoll darüber nachzudenken, ob und wie die gesellschaftlichen Institutionen, die unter anderen Annahmen und Funktionszusammenhängen entstanden sind, auf diesen neuen Zustand hin auszurichten wären. In dem vorliegenden Text geht es um die Sozialpolitik, das heißt um die politische Bearbeitung als "sozial" verstandener Lebensrisiken und -chancen. Wie müßte sich Sozialpolitik ändern, wenn die Diagnose einer Wissensgesellschaft zutrifft? Die leitende Annahme dieses Beitrags besteht darin, daß unter den Bedingungen einer stärker wissensbasierten Ökonomie und einer immer deutlicher vom Wissen bestimmten Gesellschaft die Legitimierung von Einkommensströmen verändert werden wird - und zwar in Richtung eines universalen sozialen Grundrechts auf ein Grundeinkommen für alle Bürger, unabhängig von ihrer Leistung, abhängig allein in seiner Höhe von Statusmerkmalen wie Alter oder Familienstand. Historisch wäre das ein großer Schritt, eine Art Transformation der kapitalistischen Ökonomie (vgl. Parijs 1995). Erst mit der Aufklärung und vor allem der Durchsetzung des Kapitalismus wurden Formen einer Arbeitsund Leistungsethik populär, die den klassischen und über lange Zeit dominierenden Formen des Eigentumserwerbs - nämlich Raub (einschließlich herrschaftlicher, feudaler Eigentumszwangsübertragung), Vererbung und Gewinn - eine neue, zumal mit Verallgemeinerung der Geldwirtschaft erst für jeden mögliche Form hinzustellten: die Einkommenserzielung durch Arbeit auf dem Arbeitsmarkt. Das gab es auch schon früher - auch in den antiken Sklavenwirtschaften gab es Lohnarbeitsformen -, war aber hinsichtlich der volkswirtschaftlichen Bedeutung mit heute nicht vergleichbar (vgl. Kocka/Offe 2000). Die (deutsche) Sozialpolitik folgte dieser "erwerbszentrierten" Logik lange Zeit recht ungebrochen und verteilte (zumindest Geld-)Leistungen im Anschluß an Erwerbseinkommen. Angenommen werden kann nun, daß sich diese wohlfahrtskapitalistischen Leitprinzipien von Eigentums- bzw. Einkommenserwerb unter den Bedingungen einer Wissensgesellschaft ändern, weil sich gesellschaftliche Form und Stellenwert der Arbeit ändern und weil sich die Gesellschaft selbst ändert.
