    Abstract
    Medien prägen unser Bild von der Wirklichkeit. Das gilt für die Medien im weiten, im engen und im engsten Sinn. Unter Medien im weiten Sinn verstehe ich die Anschauungsformen von Raum und Zeit. Sie fungieren als grundlegende Medien unseres Wahrnehmens und Erkennens, indem sie Gegenstände als identische Entitäten synthetisierbar machen. Diese Einsicht liegt der »kopernikanischen Wende« zugrunde, mit der Kant der modernen Philosophie das Fundament bereitet hat. Die nachkantische Philosophie hat von Hegel und Nietzsche über Heidegger, Dewey und den späten Wittgenstein bis Derrida, Goodman und Rorty vor Augen geführt, daß die Stärke dieses Fundaments in seiner Beweglichkeit, Offenheit und Veränderlichkeit liegt. Bei unseren raum-zeitlichen »Wei- sen der Welterzeugung« handelt es sich nicht um starre, uniforme und ahistorische Apparaturen. Die Medien menschlicher Wirklichkeitskonstruktion sind vielmehr geprägt durch bildliche, sprachliche und schriftliche Zeichensysteme, die historisch kontingent sind und kulturell divergieren.

    Abstract
    Die Einbahnstraßen-Kommunikation der Medien durch technologische Entwicklungen aufzuheben - das ist ein Traum, der schon in den 70er Jahren gesponnen wurde. Damals sollte mit Hilfe der Verkabelung das analoge Fernsehen mit einem Rückkanal zum Sender ausgestattet und somit eine Zweiwege-Kommunikation etabliert werden. Der Rückkanal erwies sich ebenso als Flop, wie das ihm angedichtet demokratische Potential. Heute hat mit dem Einzug der digitalen Techniken auch der Mythos von interaktiven und somit demokratischen Medien ein Comeback. Ein Vergleich zwischen den USA und Deutschland zeigt, wie unterschiedlich die technologischen Pfade, ökonomische Hintergründe und ihre 'demokratisierenden' Folgen sein können

Kryptische Wortkürzel wir http:// dürfen scheinbar in keinem Werbespot mehr fehlen. Das Wort von der Internet-Euphorie macht die Runde. Doch was hat es damit eigentlich auf sich? Was sind die Hintergründe dieses Spektakels? Ist das WWW wirklich der Vorreiter der globalen Kommunikation, als der es vielfach gepriesen wird?     Abstract
    Der Siegeszug der elektronischen Medien, insbesondere des weltumspannenden Datennetzes Internet, hat den traditionellen Informationsfluß in der Wissenschaft durcheinandergebracht. Seit Wochen wird in Deutschland auf höchster wissenschaftlicher und politischer Ebene diskutiert, was zu tun ist, um die eigene Forschung in dieser Lage international konkurrenzfähig zu halten. Auf einem Workshop in Berlin suchten jetzt vier große wissenschaftliche Fachgesellschaften zum ersten Mal gemeinsam 'neue Wege der wissenschaftlichen Information und Kommunikation'.     Abstract
    Die suggestive Kraft der Vision »Künstlicher Intelligenz« verblaßt. Zwar wirken Impulse dieser Idee in der Neuroinformatik und in der Biorobotik fort; doch wer heute Grundlagenforschung und erst recht technische Konstruktionsarbeit mit Blick auf zukünftige Computernutzung betreibt, wird das Schlagwort »Künstliche Intelligenz« eher zu vermeiden suchen. Doch die utopische Lücke, die dieses Abflauen hinterläßt, bleibt nicht leer. Eine kaum weniger euphorisch besetzte Vision zeichnet sich ab, in deren Zentrum nicht mehr der Computer als künstliche Intelligenz, sondern der Computer als künstliches Kommunikationsnetz steht. Es geht um das Versprechen einer Interaktion zwischen körperlich Abwesenden, die hervorgeht aus der Verbindung von Telekommunikation und Datenverarbeitung. Jene dialogische Beziehung, die bisher nur der mündlichen Kommunikation zwischen Personen vorbehalten blieb, die einen gemeinsamen Wahrnehmungs- und Handlungsraum teilen, könne nun für Situationen textgebundener Fernkommunikation technisch restituiert werden. Mehr noch: Die Ein-Weg-Kommunikation vom Sender zum Empfänger, deren Modell die Massenmedien vom Buch bis zum Fernsehen verpflichtet blieben, werde nun transformierbar in reziproke Kommunikationsbeziehungen.

    Abstract
    "Zukunft ist, sich das Wissen der Welt blitzschnell aus dem Internet zu holen". Mit diesem Slogan der Telekom ist der Grundmythos des Internet auf den Punkt gebracht: Allwissenheit und Grenzenlosigkeit. Wie alle Mythen ist aber auch dieser Mythos ambivalent, denn Allwissenheit kann ebenso Macht und Weisheit wie Überwältigung und Überwachung bedeuten, und ähnlich kann Grenzenlosigkeit Aufhebung aller Beschränkungen wie auch Identitätsverlust und Übergriff bedeuten. Um Bedeutung und Wirkung dieser mythischen Projektionen zu erschließen, werde ich im folgenden ihren Zusammenhang mit der Entwicklung der Technik zu rekonstruieren versuchen.

    Abstract
    Der vorliegende Beitrag zeigt auf, wie sich Neue Medien zur Verbesserung der Qualität der universitären Lehre einsetzen lassen. Exemplarische Vertreter der Neuen Medien sind in diesem Zusammenhang vor allem Hypertext und das auf Hypertext basierende World Wide Web, das dem Internet seit Beginn der Neunziger Jahre zu dem enormen Popularitätsschub verholfen hat. Das WWW bringt nicht nur die vielbeschworene 'Informationsflut' mit sich, sondern es liegt durch das WWW auch ein Werkzeug vor, um Informationen und Wissen optimal zu organisieren und aufzubereiten. Exemplarisch wird an einem Online-Programmierkurs verdeutlicht, wie sich Informations- und Wissensressourcen mit Hilfe der Neuen Medien besser strukturieren und produktiver einsetzen lassen

    Abstract
    In meinem Buch CyberSociety: Computer-Mediated Communication and Community habe ich Begriffe, die gewöhnlich dazu gebraucht werden, um das Internet zu beschreiben, als unglücklich gewählte Metaphern kritisiert - so wie in den USA »Information Highway« und »National Information Infrastructure«. Sie sind unglücklich, weil sie viel intellektuellen und sozialen Ballast mit sich tragen, den sie sich durch verblüffende Parallelen zwischen dem gegenwärtigen Projekt des »Information Superhighway« und dem Highway-Projekt aufladen, das in Amerika zur Zeit der Weltkriege durchgeführt wurde - wie etwa das Vertrauen in das Wort »Highway« und seine romantische Konnotation der freien Fahrt. Eine andere wichtige Parallele ist die zwischen dem ursprünglich militärisch motivierten Bau von Autobahnen (die bereits auf Thomas Jefferson zurückgeht) und den militärischen Ursprüngen des prominentesten Informationsnetzes, des Internet, in dem das Computernetzwerk des Verteidigungsministeriums mit den Forschungszentren der Universitäten verbunden worden ist. Schließlich besteht eine weitere Parallele zwischen dem »Weltraumwettrennen« der sechziger Jahre und unserem anhaltenden Streben, bei neuen Technologien und Wissenschaften führend zu sein.

    Abstract
    Datenautobahnen, interaktives Fernsehen, Multimedia, Mailboxen und Internet - diese und andere Begriffe geistern nun schon seit einiger Zeit durch die Medien. Die einen versprechen sich von den neuen Medientechnologien, daß die Menschen zukünftig besser, schneller und weltweit miteinander kommunizieren und sich informieren können. Somit könnten die Medien nun endlich einen angemessenen Beitrag zur Demokratisierung leisten. Andere Stimmen hingegen weisen auf Konzentrationsprozesse im Mediensektor hin, die mit dem Aufbau der neuen Medien verbunden sind. Auf der größten europäischen Fachnmesse für Information zeigen sich die Trends der Branche für das kommende Jahr. Nie zuvor war das Interesse der Öffentlichkeit so groß wie 1994. Ein Drittel mehr Aussteller, ein Drittel mehr Besucher und doppelt so viele Journalisten wie 1993 sind eine Bilanz, die zeigt, daß die zukunftsgestaltende Bedeutung elektronischer Information und Kommunikation von immer mehr Menschen erkannt wird.
