    Abstract
    Algorithms influence every facet of modern life: criminal justice, education, housing, entertainment, elections, social media, news feeds, work... the list goes on. Delegating important decisions to machines, however, gives rise to deep moral concerns about responsibility, transparency, freedom, fairness, and democracy. Algorithms and Autonomy connects these concerns to the core human value of autonomy in the contexts of algorithmic teacher evaluation, risk assessment in criminal sentencing, predictive policing, background checks, news feeds, ride-sharing platforms, social media, and election interference. Using these case studies, the authors provide a better understanding of machine fairness and algorithmic transparency. They explain why interventions in algorithmic systems are necessary to ensure that algorithms are not used to control citizens' participation in politics and undercut democracy.     Abstract
    Social question-and-answer (Q&A) sites are platforms where users can freely ask, share, and rate knowledge. For the sustainable growth of social Q&A sites, maintaining askers is as critical as maintaining answerers. Based on motivational affordances theory and self-determination theory, this study explores the influence of the design elements of social Q&A sites (i.e., upvotes, downvotes, edits, user profile, and comments) on the survival of new askers. In addition, the moderating effect of having an alternative experience is examined. Online data on 25,000 new askers from the top five Q&A sites in the Technology category of the Stack Exchange network are analyzed using logistic regression. The results show that the competency- and autonomy-related design features of social Q&A sites motivate new askers to continue participating. Surprisingly, having an alternative experience shows a negative moderating effect, implying that alternative experiences increase switching costs in the Stack Exchange network. This study provides valuable insights for administrators of social Q&A sites as well as academics.

    Abstract
    How scholars and IRBs perceive and apply the Belmont principles in crowd work-based research was an open and largely neglected question. As crowd work becomes increasingly popular for scholars to implement research and collect data, such negligence, signaling a lack of attention to the ethical issues in crowd work-based research more broadly, seemed alarming. To fill this gap, we conducted a qualitative study with 32 scholars and IRB directors/analysts in the United States to inquire into their perceptions and applications of the Belmont principles in crowd work-based research. We found two dilemmas in applying the Belmont principles in crowd work-based research, namely the dilemma between the dehumanization and expected autonomy of crowd workers, and the dilemma between the monetary incentive/reputationall risks and the conventional notion of research benefits/risks. We also compared the scholars' and IRBs' ethical perspectives and proposed our research implications for future work.

    Abstract
    This paper presents findings from an interview study of research data managers in academic data archives. Our study examined policies and professional autonomy with a focus on dilemmas encountered in everyday work by data managers. We found that dilemmas arose at every stage of the research data lifecycle, and legacy data presents particularly vexing challenges. The iFields' emphasis on knowledge organization and representation provides insight into how data, used by scientists, are used to create knowledge. The iFields' disciplinary emphasis also encompasses the sociotechnical complexity of dilemmas that we found arise in research data management. Therefore, we posit that iSchools are positioned to contribute to data science education by teaching about ethics and infrastructure used to collect, organize, and disseminate data through problem-based learning.

    Abstract
    This article explores technological sovereignty as a way to respond to anxieties of control in digital urban contexts, and argues that this may promise a more meaningful social license to operate smart cities. First, we present an overview of smart city developments with a critical focus on corporatization and platform urbanism. We critique Alphabet's Sidewalk Labs development in Toronto, which faces public backlash from the #BlockSidewalk campaign in response to concerns over not just privacy, but also lack of community consultation, the prospect of the city losing its civic ability to self-govern, and its repossession of public land and infrastructure. Second, we explore what a more responsible smart city could look like, underpinned by technological sovereignty, which is a way to use technologies to promote individual and collective autonomy and empowerment via ownership, control, and self-governance of data and technologies. To this end, we juxtapose the Sidewalk Labs development in Toronto with the Barcelona Digital City plan. We illustrate the merits (and limits) of technological sovereignty moving toward a fairer and more equitable digital society.

    Abstract
    Higher education institutions are mining and analyzing student data to effect educational, political, and managerial outcomes. Done under the banner of "learning analytics," this work can-and often does-surface sensitive data and information about, inter alia, a student's demographics, academic performance, offline and online movements, physical fitness, mental wellbeing, and social network. With these data, institutions and third parties are able to describe student life, predict future behaviors, and intervene to address academic or other barriers to student success (however defined). Learning analytics, consequently, raise serious issues concerning student privacy, autonomy, and the appropriate flow of student data. We argue that issues around privacy lead to valid questions about the degree to which students should trust their institution to use learning analytics data and other artifacts (algorithms, predictive scores) with their interests in mind. We argue that higher education institutions are paradigms of information fiduciaries. As such, colleges and universities have a special responsibility to their students. In this article, we use the information fiduciary concept to analyze cases when learning analytics violate an institution's responsibility to its students.
