    Abstract
Describes the EDUCATE (End User Courses in Information Access through Communications Technology) project for end user training in information access. EDUCATE is a Commission of the European Communities, Libraries Programme Project, involving: Limerick University, Ireland (coordinator); and the Ecole Nationale des Ponts et Chaussees, France; Chalmers University of Technology, Sweden; Imperial College, London; and Plymouth University, UK; and Barcelona University, Spain. the aim is to produce a model self paced user education course in the selection and use of information tools. Courses have been produced within physics and electric and electronic engineering. the project started in Feb 94 and will run for 3 years. Describes the course ddesign and the media developed. Discusses the use of networks in connection with EDUCATE and notes the tools and interfaces used

    Abstract
Concerns which have emerged with the proliferation of electronic resources include the possible infatuation of library users with electronic resources over their print counterparts, the explosion of information resources, and providing reference services in an electronic society. Investigates the impact of this growth in electronic resources on traditional reference services and on how library customers are served by librarians. Along with answering the above concerns, presents information from a survey concerning the impact of electronic resources

    Abstract
The Center for Electronic Records of the US National Archives is the unit of the National Archives and Records Administration responsible for the appraisal, accessioning, preservation, and provision of access to the permanently valuable electronic records of the Federal Government. Recent changes in technology, especially the development of global networks of computers, have changed the way some archivists view the role of archives, especially for electronic records. From a reference services perspective, there is a continuing role for electronic records archives

    Abstract
Describes the development, funding and staffing of the Information Literacy Program (ILP) at the Mantor Library at the University of Maine at Farmington (UMF). The programme aims at helping both UMF students and community patrons to understand better how and where to look for information. Instruction takes place in an electronic classroom equipped with 21 computers running campus-standard Web-browsers and word processing; the instructor's station can control all of the computers in the classroom, or the instructor may pass or share control with students. Discusses issues relating to campus politics, the positioning of the programme in the college experience, the necessity of teaching evaluation skills, and the programme's impact on reference services. gives advice to other libraries considering a similar project

    Abstract
The Albert R. Mann Library has created a working electronic library and has made significant changes in services and staff responsibilities to address users' evolving needs. Reviews these changes, discusses the development of electronic libraries at the Albert R. Mann Library and describes the increased usage that the library's collections have received as the electronic library has been developed. Specific developemnts described include: locally mounted databases; Internet access to the US Department of Agriculture (USDA) data bank of agricultural numeric data; and geographic information systems

    Abstract
Argues that the comprehensive introduction of electronic information resources into libraries has meant a considerable increase in the workload of reference and public services staff and that the staffing needs of these services have been largely ignored in the shift to electronic resources. Compares the typical amount of work and skill required to answer common user requests for information before and after the introduction of the electronic library, to exemplify the additional work in reference services in the electronic library. Lists the new or extended activities and services being carried out by usually the same number of reference/public services staff, stressing that it is the availability of staff as much as resources which will determine how well libraries survive in the elctronic age

    Abstract
With support provided by a grant from the CLR, the SUNY University Center Libraries conducted a four-campus survey of faculty use of electronic information technologies and resources. The survey and analysis are the first such study includiong all academic disciplines and a broad range of faculty at several institutions joined in a consortial relationship. The survey's objectives were to determine the availability to faculty of equipment and network connections necessary for access to electronic information resources, to measure use and frequency of use of these resources, to report locations from which faculty access electronic information, and to elicit faculty perceptions of obstacles to the use of electronic technologies and library services which might stimulate use of such resources. The findings reveal that there are inequities in access to electronic technologies among the disciplines; that the most common obstacle to use of electronic information for faculty is lack of knowledge about resources; and that there is strong interest in initiating various library transactions via e-mail or a campuswide information system. The survey results present clear mandates related to information services, training, the allocation of funds for networking, and access to electronic information resources for libraries

    Abstract
Reports the results of a 1994 survey of the academic library memebers of the Association of Research Libraries, USA, to discover what types of electronic reference services they offer and how these services affect reference librarians' jobs and user and staff training. This survey was a follow up to an earlier survey in 1991

    Abstract
The Citizenship Information project investigates an area of growing significance and concern to public libraries in information service provision. Citizenship information and the role of information in helping the public to participate in the democratic process, in particular via electronic democracy, are at present highly significant issues, both for the information profession and for those involved in political life. Although there has been much comment on these and related concepts, there has been no attempt to gather evidence (positive or negative) as to the general public's interest in and need for citizenship information. Indeed, part of the project involved the attempt to achieve a better definition of citizenship information both in terms of the subject categories which it subsumes and of the respondents' perceptions of the kinds of information that might be connoted by the term. The researchers did not want to impose a definition on respondents but rather to develop and formalise one that would emerge from the data collected. This project seeks to investigate the extent to which members of the public in the UK have expressed or unexpressed needs for citizenship information, and to explore their preferred routes to the acquisition of such information. The project constitutes a piece of basic research, which would have implications for a range of information service providers. This paper reviews the theoretical and methodological approaches.

    Abstract
An indication of the growing awareness of electronic mail is the proliferation of library-specific bulletin boards and computer conferences an established electronic networks like Bitnet and Internet. Interloans are achieved by e-mail. Online searchers can subscribe to DIALMAIL and communicate with Dialog or other searchers. Search results can be sent via DIALMAIL instead of waiting for them to be sent in printed form. BRS has a similar service. Discusses how reference librarians are integrating e-mail into the reference process. Describes the Electronic Access to Reference Service at the University of Maryland Health Sciences Library; 2 libraries at the University of Richmond; academic libraries in Philadelphia and others. Provides statistics on the use of e-mail reference services
