    Abstract
    NewsAgent for Libraries is one of the projects funded by the eLib programme in the UK. Following a brief historical account of the original ideas behind the project, describes the main stages in developing the project: which aims to create a user configurable electronic news and current awareness service for library and information professionals with a mixture of content streams, including metadata. Users' interests are specified by profiles which are then matched with incoming records so that users are alerted by electronic mail of items of potential interest. Examples of creating profiles and of some of the 'input feeds' in the project are given as well as an example of the use of the Dublic Core metadata format for describing resources covered in NewsAgent

    Abstract
    Reports a survey of all academic members of the Association of Research Libraries in the 4th quarter of 1997 which examined how academic libraries incorporate electronic information sources into their reference activities and the effects on libraries services. There was a response rate of 68 per cent, Compares results surveys carried out in 1991 and 1994. The survey covered: numbers of computers access options (intermediary, end user online, CD-ROM locally loaded databases or those accessible through the library catalogue and the Internet. There is a trend away from print resources, particularly indexing and abstracting materials, and away from CD-ROM LANs and local loading of databases towards remote online resources

    Abstract
    Information provided through information networks can be retrieved through the network search engines by using words appearing in documents. However, these documents are written in the document producers' language and the users' perspective is often overlooked. Describes the Digital Information Service of Tampere Region (DISTR) project which aims to build a novel kind of WWW based local, information service. The DISTR service organizes local information services and public administration and commercial services (or resources) under a single interface which supports their identifiction and access by describing the resources according to dimensions and vocabulary identified in the discourse of service clients.     Abstract
    Early in 1996 South Ayrshire Libraries submitted a proposal to the British Library Research and Innovation Centre's Digital Libraries Programme, outlining a plan to enhance public library support to users who were engaged in open or distance learning by identifying and classifying a range of learning resources which could be accessed via the Internet. This was to be accomplished by designing and developing a Web-based directory to support open learners. In addition it was planned that references to locally held open learning material should also be included in the directory. The proposal included a preliminary stage which involved collaboration with the Robert Gordon University School of of Information and Media, to develop information and skills training for independent learners. It was envisaged that this would take the form of a Web-based resource which collated various learning skills packages which are currently available on the Internet. This could then be used as the basis for developing information skills courses which could be run locally by public library staff. The aim of this paper is to describe the procedure and rationale for developing the Information Skills Web site and to report on progress to date. Examines the question of why information skills training was seen to be a key starting point for the project and the issues and challenges which have surfaced during the development and implementation of the Web site designed to facilitate this training.     Abstract
    Discusses the nature of reference work and the role of reference librarians in digital libraries where many users serve themselves by means of the Bath ISI Data Service (BIDS) and other free-at-point-of-use information services which emulate the Bath service (MIDAS, EDINA). Considers how the concept of the 'reference desk' can be defined where points of presence for both users and librarians are distributed. Reports results of research, undertaken in Edinburgh, Scotland, to explore these issues in the context of the enhanced regional communications available through EaStMAN (Edinburgh and Stirling Metropolitan Area Network). The project involved the BIOSIS Abstracts service hosted by the EDINA consortium and linked 3 university libraries (Edinburgh University, Heriot-Watt University and Napier University). Investigated the experiences of users and the work patterns of librarians and related these to the design rationale of a prototype WWW based network reference consultation support system.     Abstract
    The new paradigm of reference, in which the reference librarian becomes a consultant more than a quick-answer specialist, needs to be stretched, Mood advocates. Rather than assisting people with their research, the reference librarian needs to do the research for them. After an interview to assess the user's needs, the librarian searches various print and nonprint access tools, then presents to the patron a bibliography of sources and - possibly - copies of articles and books. This new approach to reference is needed because of both the increasing complication of libraries, with their myriad computer access points to information, and the increasing number of patrons who want information but do not want to learn how to retrieve it. This change in library reference can be implemented with better signage, more prepackaging of information, and an increased knowledge of the local community's information needs

    Describes the development, funding and staffing of the Information Literacy Program (ILP) at the Mantor Library at the University of Maine at Farmington (UMF). The programme aims at helping both UMF students and community patrons to understand better how and where to look for information. Instruction takes place in an electronic classroom equipped with 21 computers running campus-standard Web-browsers and word processing; the instructor's station can control all of the computers in the classroom, or the instructor may pass or share control with students.     Describes the aims and activities of LOIS (Library Online Information Service); previously known as the Golden Valley Information Project; to examine the feasibility of providing community information in small, isolated rural areas of the UK by means of computer terminals in 'non official' venues such as village halls and post offices. The project was funded by a number of agencies, including the Hereford and Worcester Training and Enterprise Council.
