    Abstract
    Kanadische Kolleginnen haben eine Evaluierungsmethode entwickelt, mit welcher die Qualität des Auskunftsdienstes komplexer beurteilt werden kann als bisher und die darüberhinaus konkrete Hinweise gibt, wie der Auskunftsdienst verbessert werden könnte. Hierbei werden die Methoden Test und verdeckte Beobachtung kombiniert. Kriterium für die Beurteilung des Qualität des Auskunftsdienstes ist nicht die Zahl der richtig beantworteten Fragen, sondern die Zufriedenheit der Benutzer, und die hängt mehr als man erwarten könnte, von der Qualität der Interaktion im Auskunftsdienst ab. Diese kanadischen Erfahrungen wurden bei einer entsprechenden Evaluierung im Stuttgarter Raum bestätigt, die von Studierenden der HBI Stuttgart durchgeführt wurde. In weniger als 50% der Testfälle kam es zu einer nützlichen bzw. zufriedenstellenden Antwort. Dabei spielten mangelnde kommunikative Kompetenz und die fehlende Interviewkompetenz eine besonders große Rolle

    Abstract
    Moderne Methoden des Qualitätsmanagements wurden bisher vor allem im industriellen Bereich entwickelt und praktiziert. Im Dienstleistungssektor stehen vergleichbare Konzepte erst am beginn ihrer praktischen Erprobung. Bei Produktion und Vertrieb verschiedener Arten von Informationsdiensten (in Verlagen, Fachinformationszentren, Bibliotheken, innerbetrieblichen Informationseinrichtungen usw.) liegen erste Erfahrungen seit kurzem vor allem aus Ländern des englischen Sprachraumes vor.     Abstract
    Immer mehr deutschen Unternehmen verlagen Fertigungsstätten in Niedriglohnländer Osteuropas oder Südostasiens. Die Wettbewerbsfähigkeit des Standorts Deutschland wird von Wirtschaft und Politik infragegestellt. Aber auch ausländische Investoren zögern, am Standort Deutschland zu investieren. Neben den bekannten Hemmnissen wie hohen Personalkosten und Personalnebenkosten sowie niedrigen Arbeitszeiten wird immer wieder auch der Faktor Information genannt, der Investitionen verhindert. In einer repräsentativen Umfrage bei potentiellen Investoren in 10 Industrieländern - u.a. USA, Japan, Frankreich und Großbritannien - gaben immerhin fast 40% der Befragten die mangelnde Transparenz als entscheidendes Hemmnis für Sachinvestitionen in Deutschland an. Andererseits 'verschlafen' deutsche Unternehmen Chancen auf Exportmärkten nicht zuletzt aufgrund fehlender Informationen, wie aktuelle Beispiele in Südostasien und Lateinamerika belegen.     Die Hotline des Datenbankanbieters STN International beim FIZ Karlsruhe erreichen täglich 50 Anfragen auf elektronischem Wege. Dieser Informationskanal zeigt in den letzten 24 Monaten enorme Zuwachsraten und ist damit neben dem Telefon und ähnlichen Kommunikationsmitteln ein wichtiger Faktor des Managements von Informationen von und für den Kunden geworden. In diesem Beitrag werden die Eergebnisse einer Analyse präsentiert in der Anfragen via Electronic Mail eines Jahrganges Berücksichtigt wurden. Ziel der Arbeit ist die Ermittlung 'frequently asked questions (and answers)', deren Nutzen für mehr Kundenzufriedenheit und zur Verbesserung des 'workflows' zwischen dem FIZ Karlsruhe und seinen Partnern diskutiert wird.     Abstract
    Die Darstellung der theoretischen Grundlagen, die zu einer strukturierten und durchdachten Benutzerschulung führen, basiert hauptsächlich auf anglo-amerikanischer Literatur mit dem Schwerpunkt bei den Situationen der Universitätsbibliotheken.     Abstract
    Die als LIB/2-Studie der EG-Kommission bekanntgewordene Untersuchung stellt eine umfassende Bestandsaufnahme des EDV-Einsatzes in den Öffentlichen und wissenschaftlichen Bibliotheken der Mitgliedsstaaten der Gemeinschaft dar. Sie wurde zweistufig in den Jahren 1986 bis 1993 durchgeführt und in Länderübersichten veröffentlicht. Im Frühjahr 1994 wurde im Auftrag des DBI eine Auswertung der LIB/2-Studie und ihres Updates im Hinblick auf das Angebot computerbasierter Dienstleistungen in den untersuchten wissenschaftlichen Bibliotheken vorgenommen. Die vorliegende Veröffentlichung ist eine Beschreibung des Entwicklungsstandes in Großbritannien, Irland, Dänemark, Niederlande, Deutschland, Portugal und Spanien. Ziel ist es, auf Grund der exemplarisch aufgezeigten Unterschiede, Stärken und Schwächen zu identifizieren, die ihrerseits wiederum für die Ableitung von Empfehlungen für die weitere Entwicklung im deutschen wissenschaftlichen Bibliothekswesen als Grundlage dienen können

    Abstract
    Die Digitale Bibliothek hat viele Gesichter und viele Funktionen, Kein des Begriffs ist die Aufbereitung, Zugänglichkeit und Verarbeitung von digitalen - aber auch nichtdigitalen - Quellen. Das Management von elektronischen Informationsressourcen birgt neue Strukturen, neue Paradigmen, neue Arbeitsweisen und neue Informationsvermittlungsmethoden. Noch einer Übersicht über die Begriffsbestimmung "Digitale Bibliothek" werden die Forschungsprogramme und Förderansätze hinsichtlich digitaler Bibliotheksprojekte in den USA, Europa, Asien und Ozeanien dargestellt. Einzelne Aspekte der digitalen Bibliothek werden dann näher erläutert wie die Architektur der digitalen Bibliothek, Metadaten, Dokumentenerstellung, Interoperability, Gateways - Clearinghouses etc., Paradigmenverschiebung, elektronische Zeitschriften, Informationsvermittlung, Abrechungsmodalitäten, Archivierung etc. Weiterhin wird überlegt, was die künftigen Implikationen der Informationseuphorie bzw des "dato smog" sind, wie der Wissenschaftlerarbeitsplatz aussieht und weiche Rolle Bibliothek und Bibliothekare in der Informationsversorgung künftig haben

    Abstract
    Im Gegensatz zu den Entwicklungen elektronischer Informationsdienste im Geschäftsbereich verzögerte sich der Take-off der elektronischen Konsumentendienste, aber seit 1995 befinden sich auch die Consumer Services im Boom. Soweit es um die zentrale wirtschaftliche Größe 'Umsatz' geht, wurden diese Entwicklungen bislang nicht von der Marktforschung erfaßt. Erstmalig wurden in den jährlichen Umsatzerhebungen des Institute for Information Economics auch die Anbieter elektronischer Konsumentendienste sowie die Internetanbieter im Internet einbezogen. Damit wird erstmalig eine fundierte Schätzung der Größe des Gesamtmarktes für elektronische Informationsdienste für geschäftliche und private Zwecke möglich. Die Interpretation der gewonnenen Ergebnisse führt zu Einsichten, die nach dem Stand der öffentlichen Diskussion zum Teil überraschen

    Abstract
    Vor gut 2 Jahren hat das BMFT den Modellversuch zur Unterstützung der Informationsbeschaffung aus Online-Datenbanken für Klein- und Mittelbetriebe (KMU): MIKUM gestartet.     Abstract
    Die ursprüngliche Konzeption der Universaldienste zielt auf eine Grundversorgung mit Sprachtelefonen für jedermann zu erschwinglichen Preisen. Die Finanzierung von Universaldiensten ist im Rahmen der ordnungspolitischen Regelungen der Telekommunikation gesichert. Wir beschreiben die Konzeptionen des Universaldienstes in Deutschland, in der Europäischen Union sowie in den Vereinigten Staaten von Amerika. Die Informationsgesellschaft ist eine Wissensgesellschaft; d.h. das Wissen wird zu einer tragenden Ressource dieser neuen Gesellschaftsform. Gewisse Dienste mit Informationsinhalten werden in der Informationsgesellschaft deshalb zu Universaldiensten. Im Sinne einer dualen Informationsordnung wird zwischen inhaltlichen Universaldiensten (Dienste der informationellen Grundversorgung, z.B. elektronische Bibliothekskataloge, bibliographische Datenbanken) und kommerziellen Informationsdiensten (z.B. Dokumentlieferdienste, elektronische Volltexte) unterschieden, die jeweils von Bibliotheken und anderen Informationseinrichtungen angeboten werden. Infolge der Globalisierung der Informationsgesellschaft dürfen wir auch globale Universaldienste nicht vergessen

    Abstract
    Die StadtBibliothek Köln versteht sich als allgemeine Anlaufstelle für jeden bei allen Fragen - mit dem Ziel, alles für alle aus allen zur Verfügung stehenden Quellen zu beschaffen. Oberste Maxime ist: Jede Bürgerin und jeder Bürger muß das Recht und auch die (finanzielle) Möglichkeit haben, auf alle Informationen dieser Gesellschaft zugreifen zu können. Diese Zielvorgabe macht Überlegungen notwendig, die Bibliotheksorganisation und den Nutzerservice entsprechend anzupassen. In Köln begegnet man den neuen Herausforderungen unter anderem mit einem dreistufigen Auskunftskonzept in der Zentralbibliothek
